Steam wont finish download content file locked






















If don't know how to do it, just right-click on the game on your steam library and then, go to properties. There should be an option to verify the integrity of the files. It says: "all files successfully validated" I think not. If after doing that error still appears, i don't know how to solve it Maybe on the Paradox official forums? Have you tried changing ownership of the file right click, prop, secutiry tab Does anyone else use the computer?

This is the easiest way of testing with only three steps, and there are several people solving it by this solution.
